The argument is backed up anecdotally however, and is given particular weight by the fact that the North American player who has already caught every Pokémon in Pokémon Go is missing Kangaskhan, Mr. Mime and Farfetch'd from his collection, himself believing they truly are region locked.
According to reports from multiple players, including one who has caught every available Pokemon,
the region exclusive characters can all be hatched from 10km eggs,
regardless of the region where the egg was picked up. This has been a
rumor since the game launched, but there are now enough reports and
screenshots to confirm that the Pokemon are collectible from eggs
outside of their regions.
First Legendary Bird Articuno has been gifted to a user for reporting a
bug to niantic, So it has not been caught or found or spawned for the
user to encounter the legendary rare pokemon, user reveals stats and
proof that it is the real deal. Recently we have also seen proof of
Mewtwo being in the game as a hack although this time it is no hack as
the person claiming who found Articuno near an Ohio gym in the United
states, this seems pretty convincing and real as we can see clear video
proof of the app starting up and gameplay and articuno being in the game
and pokedex with a cp of 1589 pretty cool to be honest and hopefully we
see more of the legendary birds very soon such as Moltres and Zapdos
and Legendary MEW and rare Ditto.
Can you call yourself a true Pokemon Master if you don’t have a few
legendary Pokemon in your Pokedex ? Everybody wants to catch a legendary,
but they’re seemingly as rare in Pokemon Go as they are in the
traditional Pokemon games. So, where are they? What’s going on? Well,
it’s not as straightforward as we’d like, but let us enlighten you…!

Some fans have been concerned that the legendary birds, Mewtwo and
Mew might never be fully available in Pokemon Go thanks to their
legendary status – after all in the traditional Pokemon games there is
only one of each in the world of Kanto, Pokemon Red, Blue, Green and
Yellow’s setting.
Thankfully we know that won’t be the case. As previously mentioned,
the three Legendary Bird Pokemon serve as the mascots for Teams
Instinct, Mystic, and Valor, and we saw Mewtwo in a trailer for the game
which you can see embedded below. Beyond that we still know nothing
more, however.
